Your Theory that the Noah and Sea Kings were used to get the Fishmen to the Ocean Floor won't come true. Because if I remember correctly they said that Joy Boy basically ordered the Noah to be made, so that it's ready for when the time is right. Which was the promise. And that was when the Fishmen already were on the Ocean Floor.

We know from Rayleigh that Roger had the ability to hear the Voice of All Things (which works on inanimate shit like Poneglyphs as well, cuz IIRC that's how he said they found the thing, because Roger just heard I presume the Poneglyph on Skypeia trying to yap its entire contents or w/e (I assume that's how it would work for inanimate stuff at any rate, I doubt inanimate things would be capable of "speaking" w/ free will & actual adaptation, it has to be limited to their own contents)). So given the previous parallels from real gangstas that Luffy reminds them of Roger/said the same exact thing that Roger said before he walked to his death, and Roger literally told to Rayleigh that he isn't going to die during their last drinking session pre-execution (Roger w/ the strawhat as a young man kinda looked like more grown up Luffy NGL, lankyass mf. Their hair color & similar looking smiles can't be a coincidence, it's gotta be Will of D related, cuz WB said that eventually someone will inherit Ace's Will in the future, and I don't think they'd call it Will of D for no reason given what we've been told offhand)
