In Korea, it’s very hard to charge people under 18 very harshly - it’s one of the issues that makes bullying so prevalent. So if that guy was 17 when he did it, it makes sense for the Korean justice system giving him a slap on the wrist. Even if you were a serial killer, I think the max if you’re 15-17 is 15 years.

That’s not a spoiler, it’s just a missed detail implied during an earlier episode. He also definitely burned him more than his face.
