Potentially by allying with the church people from earlier in series. Say not choosing heaven over coming back to life is evil or something and declare those reseructed heretic demons or some bull. Try to tilt them towards choosing paradise/heaven and then their not able to come back to life on fushis side. Church would prob be for it as we already know they hate fushi cause he basicly proves there religion is wrong. They could spin nookers as "angels" fighting for peoples heavenly souls. Fushi has shown he dislikes the idea of fighting / killing humans so this way they become weapons of the nookers.
