I say DMG trying to seduce the viewer by lifting the bottom of her outfit a little bit. I also agree with the other user that Megumin should have her feet tickled but in a manner less complicated.

I know I'd suggest seeing Megumin bound with ropes and gagged with her own socks and foot wrapping, sitting down with her bare feet out, with Dark Magician Girl laying on her stomach next to Megumin's feet with her own bare feet kicked up behind her. Dark Magician girl will be sucking on her toes and using her fingers to tickle Megumin's soles.
