Basically as you can see, Philomela is from a Clan of Spymaster type mfs. They are basically trained from childhood to do spyshit & not disobey Orders at all (since they will be obviously working under an employer, which is likely the Rosenwhatchamacallit as they seem to be the Leader type clan out of the Seven Shields based on their title), hence why she told as much to Chise, as if Chise had ordered her to not tattle about shit, she'd have to obey the order as per training & indoctrination of her entire life up until this moment etc
