They are not "Heroes" as you think of it. The word used is "Eirei", so they are meant to be the OTHER type of Hero (i.e Eiyuu) since Japanese has 2 words for "Hero", Yuusha being the Isekai generic type of deal, whereas Eiyuu would more properly context wise translate as a WAR HERO (so unlike a Divinely chosen fairy-tale type of Hero, these are combat mfs who merc fucktons of ppl & are generally amoral just as combat is from our modern POV). So Hassan is a War Hero because he merc'd niggas under the orders of his king, just like serial killer mfs can qualify if their body count & Legend is high enough. So "good" & "bad" guys aren't a thing IRL so that's irrelevant as to who qualifies for the Throne of (War) Heroes
