Since they mentioned the new test they gotta become Hiruko and go to the outside world

Hence the sloshy sounds etc Also it seems that some apocalypse shit has already happened, even tho Heaven bits are in the past as evidenced by Usami being that age, as well as the condition of the Academy's dormitories & facility we see Robin inside at the present time. I assume that's what they meant by "those don't exist anymore" in reference to laws & international common opinions at least? I.e laws don't exist anymore cuz some semi-apocalyptic degradation, hence they want to spread Heaven from inside this walled facility to the outside world. Guess that made things worse w/ Hiruko spreading, huh? Oopsie my bad *shrugs*
