WTF are you talking about? They literally already mentioned earlier that the 7 Warlords are ex-pirates that big gobmint made a deal w/, in exchange for rescinding their Bounty entirely. It's kinda the entire point why the gobmint wants them, to reduce the amount of pirates fucking shit up in the world by clapping every avg Joe pirate crew, leaving only the big boi pirates in New World etc left due to being too powerful to be worth the effort for the Warlords to clap as easily. The Warlords are essentially Privateers, IRL comparison wise. In exchange for them doing this shit, gobmint ignores their bounty & they can legally keep all the shit they yoink from pirate ships they fuck up (even if it was stolen from some random normie civvies originally by said pirate crew)
