2023-09-28 23:52:38 +0000 UTCI'm not 100% sure, but based on what we've seen so far, I'm gonna say probably Vice-Admiral -> Warlords -> Garp??? (He chased Roger so must be powerful right?) -> Admirals -> Fleet Admiral. Maybe Garp and Admirals interchangeable??? This is just a guess on my part so take it with a grain of salt.

As told last episode, an Admiral HAS TO obey the Celestial Dragons when they get bate the shit out of & they summon one of the Admirals to kill literally everyone on the island or w/e have you. Clearly a bro like Garp would want none of that shit even if he's Him brute force wise, so he stays a Vice Admiral who are too "pussy small fry" to be important enough for a Celestial Dragon to summon when someone beats their ass. Also yes First Mate is essentially de facto vice captain, even tho pirate ships don't have a Vice Captain rank per se, but as the title First Mate implies, he's the closest bro to the Captain (i.e his first mate), and thus when the Captain ain't available, his word would be treated as if it was the Captain's, as he's closest to the Captain & knows him personally & all that. Also seems the subs have changed since I saw this episode years or w/e ago, back then it quit clearly said Voice of All Things (I'm quite sure the term used in Japanese has the word "everything" in it tho, so I suppose it could be translated as "universal" in a way? I've seen it translated either way I suppose, but I don't think I've seen it ever be translated as "universe" in any other series, at least as far as I can recall), which makes more sense than w/e universe shit this sub says, because you see former type of thing in various Isekai type settings etc, in various forms.
