You're supposed to feel that Artemesia Ashcroft came out of nowhere, because she did not have any part in the story until after Shido changed history to save Origami. During episode 6, Origami indicated that she should have been hostile to DEM, so it was unusual was she working with them...

ah emperor's new clothes - good old classic here in germany at least
two guys claim to be the greatest tailors around so they get hired by the king o make him the bestest of clothes fit for royalty
but in reality they cant make clothes at all so they try to stall as much as possible
and at one point tell him that these cloth are so great etc that only the wise and powerful can see them
the dumb king falls for it and everyone else doesnt want to anger the king so they olay along while he parades around town
until a little girl asks aloud "mommy why is that guy naked?"
the king rans of ashamed never to be seen again
and hmm cant remember if the version I heared decades ago said anything about what happened to the 2 fake-tailors afterwards...
...anyone an idea?

The fairy tail thing was a bit of a troll from the author. Westcott simply needed them away while he confronted Elliot so he put them in a world pre generated by Beelzebub. Also the manga Shido cutting open that world was, I believe, the first example of Sandalphon's true power of cutting concepts.
