It was probably too big & heavy to transport while under 24/7 combat scenario. So for all we know, the last unknown location road poneglyph (we know 1 is still in Big Mom's possession, which we have a copy of, another is w/ Kaido, to be copied, and 1 is in Zou, which we copied as well) is probably at the Lodestar Island, since that's the last island. At least to me it makes sense, since only Roger has been there to begin with, as he stated

Oden can read and write poneglyph(kozuki clans were the ones who wrote them and spread them in the world) and helped roger made it to the final island(said in Zou by cat and dog) and learned the truth of the void century(said by rayleigh) toki can only travel into the future and not backwards(explained at the start of wano and was confirmed dead and she wasn't burnt alive since the speech(peom/haiku) about them returning in 20 years was from her)
