I may say manga wisdom for Joe: - Tier II card (the one that guy presented at the desk) gives you authority to accept quest ONLY if you have a party. People with tier I card (the one she possess) let you accept quests solo (It's not explained with III and IV though) - In manga she killed that dragon with one hit, so she's nerfed to present more action I would give two more wisdom, but I'm worried they're more like spoilers for upcoming episodes
