If I can only choose between shitty Ubel Blatt or a shitty villainess anime, then there's no universe out there where I would ever choose Ubel Blatt. You can give me the shittiest of the shittiest villainess, magical girl, isekai or harem anime, and I would still choose that over Ubel Blatt. I haven't had to think about Ubel Blatt for more than 15 years to the point I actually forgot it existed, until now. Now I have to forget about it again.

(I know, the name is so long). I watched it once and it's pretty fun, I'm waiting for season 2 now.

Honestly, I think there could still be a better choice for you specifically to react to, like Okitsura for example. It's in the same vain as Hokkaido Gals, but way better imo, in both comedy and cultural education. I'm drawn to this villainess show mainly cuz of the ridiculous premise, but so far I don't see it going over 7/10.
