they did nerf her, in the comic as well. The writers have the same issue with Eve that DC has with Green Lantern or Superman or Marvel was with Storm in X-Men, the characters are just too strong and they could end most conflicts with a flick of the wrist so they either nerf them or find a narrative reason for them not to be involved.
