So they can stay in dorms as long as they like? That's what's bothering me, but maybe that's different in Korea. Here you can only stay in dorms for the length of your initial education, but that was ages ago. Perhaps today it's even more strict by only allowing you for 4 years max

No idea why they chose such a big time jump, as it doesn't really add up with the little brother's situation. Either it's just bad writing, or little brother started a little late because of the mandatory military service. And I also don't know anything about exams for government workers. Also strange for a 23 year old actor to play a 31 year old. Doesn't happen very often. Still better than a 37 year old actor playing a 16 year old... Unless! The actor is playing a flashback scene of them being a 16 year old.
