Actually, you are wrong. The Yotsuba family's treatment of Tatsuya is not because they looks down on him for his inability to use magic; it's merely to create a facade to deceive the majority of the uninformed members of the Yotsuba family. There's a minor spoiler part coming up: A few informed individuals of the Yotsuba family have concocted a lie that the protagonist's magical abilities are poor, thus he is despised by the Yotsuba family. However, he is actually deeply feared by those in the know within the Yotsuba family because, if he want, he could convert at least as much matter as a car into pure energy, which could destroy the entire Earth. Miya(Tatsuya's mum)performed a mental modification on him to stabilize most of his emotions, preventing him from potentially using his magic to destroy the world in a moment of emotional outburst, and to reassure other members of the Yotsuba family so they wouldn't try to kill him preemptively out of fear of him destroying the world. His sister miyuki was created to use her magic to stop him if necessary. Miya has Miyuki treat Tatsuya as a servant to prevent them from forming deep emotional bonds, which could make it difficult for Miyuki to take action against Tatsuya or cause her intense sadness if she has to stop him. Because Miyuki's unique magic, Cocytus, is inevitably lethal if it hits, and since it is a mental magic, there is no defense against it (the only way to avoid being killed by Miyuki is to not be hit). Moreover, it will be mentioned next movie (in the Yotsuba Succession Arc) that if Miya chose to remove all of Tatsuya's emotions, it would not significantly affect her lifespan, contrary to only having two years left in the REMINISCENCE ARC. Using mental magic on Tatsuya does not affect Miya's own emotional functions, but overly precise manipulation overheats the magic computation area, significantly impacting her lifespan. As a mother, Miya chose to preserve one emotion for Tatsuya, not wanting her son to become a cold, unfeeling war machine. The emotion preserved was his love for his sister because Miya knew her time was short, and Miyuki, being genetically modified, would have a longer lifespan than Tatsuya. The reason why Miya allowed Tatsuya to visit and train at a military base is she hope her son could find another way out in the defense forces (receiving management and protection from the military after enlisting).

I believe she is called The Electron Sorceress. I'm pretty sure she was the one manipulating the telephone communications equipment when Tatsuya was assassinating the No-Head Dragons.

I'm pretty sure that Mayumi's father (Head of the Saegusa family) was at least partially CGI throughout multiple points of this episode. He looks so different compared to Mayumi and Jumonji when they have their discussion, I just can't see them as being done in the same way.

I'm pretty sure what the commenter meant was this season is adapting the Double Seven, Steeplechase, and Ancient City Insurrection arcs. The next arc after these is the Yotsuba Succession arc, where a LOT of stuff gets explained (and yes, it is a peak arc), which is why that commenter was saying they were wishing it were being adapted this season.

You have met two Kudous to date - Angelina Shields (Angie Sirius) of the STARS is a Kudou... however, either her father or grandfather defected to North America, which is why she's from the family and can use the family's specialty magic (Parade), but she doesn't belong nor is not loyal to them. The other Kudou you've met is Lt. Kyouko Fujibayashi, whose mother is from the Kudou family. She is loyal to the Fujibayashi family to an extent.

You have the 10 Master Clans (of which as of right now you know about the Yotsuba (4), Saegusa (7), Kudou (9), and Juumonji (10)), the 18 Assistant Houses (of which the Shippou belong), and the Hundred Families (which include the Tomitsuka, Chiyoda, and Chiba families).

Also, this current world has the technology to remove genetic defects so incest isn't an issue in that area.

When it comes to the Yotsuba's, they're NOT against incest. For them the ends justify the means. All they care about is creating more powerful magicians. Which is also why most of the rest of the 10 families don't like the Yotsuba's. The Yotsuba's don't see magicians as anything other than tools and weapons (Note that this is even true for their upper leadership and how they view themselves as well), where the rest of the families want Magicians to be recognized as living beings with purpose other than weapons and tools. The issue is that the Yotsuba's are the most powerful in terms of combat ability and are one of the great deterrants to invasion from other Asian powers. The Yotsuba's CAN fight most of the 10 Families at once on equal footing. So the 10 (technically 9, lol) can't afford to get rid of the Yotsuba's, but fear the amount of power the Yotsuba's wield and want to diminish it to keep more of a balance amongst the 10 families. As Kazuki Ohira wrote in their response, they don't like Tatsuya because they don't understand how he can do what he does. He is an anomaly among magicians. None of his use of magic "conforms" to the known methods of using magic, so as far as they're concerned he's NOT using magic, he's using something that SEEMS like magic but different. You might think "Great", but remember the Yotsuba's don't have use for anything that doesn't allow them to make stronger, better magicians. As they don't understand how he can do what he does and can't replicate it, his ability is useless to them. As what he is doing doesn't conform to the known principles of magic he isn't a "Magician" as far as they are concerned. So to the Yotsuba's he's a "Failure as a Magician" and useless to them for the benefit of the clan.

To answer your question about if we've seen anyone else that was a member of the Kudou family, that's lead by the guy with black eyes, it would be one of the members of the military. If you remember the military unit that Shiba is a part of then you should remember the female lieutenant that he would meet with and was driving him around. She was with him when he eliminated the heads of the Chinese Triad that was interfereing in the 9 Schools competition and tried to dabotage Miyukis CAD device. That woman is the family heads granddaughter. I belive her moniker is "Lightning Witch" or something like that.

Official twitter has stated that the "CGI REEEEEE" stuff is just the quirk of the episode key animator's own style (Season 2 had similar REEEEEing on Reddit during the episodes the same dude animated). ONLY the background people are CGI just like they have been since S1

8:20 So far there have been mentions of 3 different family groups. The Ten Master Clans: which have numbers in their name and are the top authority. The 18 Assistant Houses: which are second in authority to the Ten Master Clans Hundred Families: which we don't know too much about yet, but based on how anime likes to have pyramid-shaped hierarchies I presume them to be under the 18 Assistant Houses. 17:00 The Yotsuba don't like Tatsuya cause his magic is "weird". We learn this in the reminiscence arc that Tatsuya's magic doesn't modify information bodies and phenomena like regular magicians, and can only assemble and disassemble them. While this is very powerful, it also makes Tatsuya different, and people don't take kindly to things that they find weird and different.
