One For All originated in Yoichi Shigaraki, the brother of All For One. When All For One forcibly gave Yoichi a stockpiling Quirk, it merged with Yoichi's unknown dormant transfer Quirk and created One For All. Found this on google I just remembered the scene of all for one holding his face and giving him a quirk

Because of this, it doesn't have the limitation that require's Deku's consent, basically OFA can steal it (and any quirk), or Deku can give it to someone of his choosing
