So, yes... the school would much rather the students keep quiet and not complain about any issues like bullying being brought to light. It's also the main reason why laws on defamation and slander, in Japan, are so backwards and insane. It doesn't matter if what you're claiming is true or not... the fact that you said something to a person, a company, or any entity, and what you said somehow tarnishes their reputation, regardless of whether it's true or not, you will be subject to potential lawsuits.
