I think they just got a new guy to war noirs suit so that they can cover up Homelander killing him. Because 1. Homelander already killed a guy, would be a lot of trouble if it turned out that Homelander killed someone from the 7. 2. If they would cover up Noirs death and say someone else killed him. Maeve is gone, Starlight left... and if Noir would also be gone suddenly that would probably paint a bad picture for the 7 aswell.
