I think it's more based on SunJae's death in each timeline the watch works during the time he dies.In the original timeline where he saved sol he died at midnight so the first time jump happens then and when she returns to the same timeline he is still dead so she still has to wait for midnight to activate since the watch still had two more time jumps. In the second timeline where Sunjae dies he also dies at midnight so that why the watch was activated at the same time. For the third timeline he does at a different time. Then that is when sol realizes that the watch doesn't activate on midnight specifically. It is activated when Sunjae dies in each timeline. She realizes that this will just be continues loop of SunJae's death. That's why she decides to untangle her timeline with his permanently by never meeting him in the first place
