So from the show's perspective she is old enough to marry even if she would be considered a minor in the US. I dont think theres much of a point in looking deep into it when thats the case.

If seeing a drawing like this makes you think "that's" a 16 year old, then Oda is really on some "pedo" shit for drawing Rebecca the way she was drawn for all of Dressrosa and if he's on that shit, none of us should be supporting Oda or One Piece. Like i get the argument if the character is constantly saying they're underage or something like that but in this situation, how do any of us know the age and again i think it's irrelevant for a drawing especially in OP where damn near every character has the same physique from 14-50 years old.
