Elmesia didn't think that Rimuru was weak per se, but more so that because of Raphael it's impossible to perceive exactly how power Rimuru is.
Diablo is currently about on par with Luminous. (He could've become much stronger in the far past, but he chose to stop himself from evolving because he didn't want to become so powerful that he wouldn't be able to enjoy battle anymore).
She likely assumed that Rimuru was thus about on par with Diablo, and thus though that even if Rimuru could fight and maybe beat Diablo, that it would be a difficult fight and that Rimuru would only be able to act against Diablo after trouble rather than be able to easily stop it before.
She also didn't expect how tame Diablo acts towards Rimuru. That Diablo will actually listen without needing to be controlled by force.

About the power of Primordial demons in general (without spoilers), the power you see them use in the show, aka in the physical world, is limited by their physical body.
However, while outside of the Physical World, aka while in the spiritual realm, Primordials are on par with True Dragons.
The actual strongest beings in general are the True Dragons, like Veldora and his siblings(one of which is his eldest sister that you saw in season 2 together with Guy Crimson).
Miilim is the daughter of Veldora's eldest brother (who you learned in the Milim fairy tale in season 2 that his power was transferred to his daughter and then he died not long after).(this is similar to the Tengu wife of Hakuro losing most of her power due to it being transferred to her daughter).
As such, Milim, power-wise, is counted as though she was a True Dragon.
In the Milim fairy tale, it was also shown was Guy Crimson and Ramiris(adult form, aka at max power) are also on par with Milim, and counted in the same tier of power as the True Dragons.
This tier of power is the one that is known in the series as Catastrophe (and is often used to describe Veldora).
So the current body of Diablo (as a Demon Peer/Daemon Lord, depending on the translation) only allows him to be on par with an average Awakened Demon Lord (like Luminous). It gives him more magicules than normal Demon Lords (Demon Lord Seed), but with the control of magicules, the mental capabilities and the skills of a Primordial. Because of this, Primordials in such a state can be considered at the level of Awakened Demon Lords.
