Not rly any way, since most non-Gundam w/ Psycommu Newtypes don't usually pile up enough collective signs for anyone to really notice them. It's still possible depending on how lucky you happen to be when monitoring someone & they start to show multiples of the usual signs. Then you'd probably have to have the nerd bois to figure out whether or not they are a Newtype, but the only surefire way is to have them blast mfs w/ a Gundam to see if they are a Newtype or not. IDK if it has any real genetic markers the nerds back home could use to figure out if they are a Newtype or not, but I assume not since otherwise Zeon would have made genetic screening of all infants at birth mandatory by law, to filter any Newtypes etc, DNA signs wise.
