cooking in the palace was usually for men (women usually do assists as maids and serve foods) . Yeon ji-young is only the exception cuz of the king's order. Also, nobles and royals did not cook themselves in the era. Cooking was considered a task beneath their status.

I believe that the dude they're talking about is the one who was getting evidence of the King's mother's death, who was attacked by an assassin in the last episode. We saw that scene where he was attacked and the King was given his bloodstained ID pass.
