it's so delicate and in the end the King has no real control over how history views him because later generations can say what they want depending on who takes power next. If his whole council is corrupt and he just offs them, he looks like a tyrant and the Kim and Jo families can join forces to oust him and put another puppet on the throne. If he leaves it alone, the corruption spreads and his people suffer. It's like trying to clear a snowbank with a fly swatter.
