Rating system and comments

I've only implemented the backend of it, (the server side).
I'm going to style it later, hence the ugly look!
I've got a question though, to not be able to rate infinitely many times on a picture. I need to collect user information, such as IP-addresses. (Many sites are collecting huge amounts of user informations, I'm not going to collect more than your IP-address AND I'm asking politely :D)
Is this ok?
