If you go back and re-watch the backstory of Ymir you see the image of a guy having his tongue cut out from her village. You see her in chains and waiting in line and then she gets pushed forward. Well It turns out she was next to have her tongue cut out. Everyone in Ymir's village had their tongues cut out. That's why she doesn't speak at all.
P.S. Notice the title of this episode, "From You, 2,000 Years Ago". It harkens back to the title of the very first episode in Season 1, "To You, 2,000 years in the future - The Fall of Zhinganshina".

Also the reason Ymir never spoke was cause she was a slave and her tongue got cut off. There was a scene where you could see it to someone else happen. Might have missed it
