It does not mean they cannot speak about the circle. Hodge is the only one that can't speak about the circle and the only reason Hodge (the guy in the institute that was a former circle member) cannot speak about the circle without getting hurt was because he repented and still wanted to work for the clave so, he was punished by the clave to ensure that information about the circle is not spread, and that he is kept in line. So no it is not a narration inconsistency.....hope that helps.
