The difference between 17 and 18 originally was essentially the difference in strength between a man and a woman.. but 18 doesn’t train while 17 has been training on the island since the end of the cell saga. Which increased his power to be enough to require goku to go blue to beat him… well for lore sake I guess we should assume he didn’t start training until after Majin Buu was defeated.

2023-07-18 16:37:52 +0000 UTC17 is vastly stronger than 18. He grows stronger than than he was through training during the time between the Cell saga and DBS. He is Stronger than Goku SSJ Blue but weaker than Golden Frieza & Goku SSJ Blue Kaioken x20, but he has unlimited energy and stamina. He is very strong.
