I am still watching episode four but I noticed you compared Korra to Ang's training. To be honest Ang's experience as the avatar was vastly different than most of his past lives. I feel his situation was far more pressing where the entire world was in danger versus just a city. So putting the avatar in that amount of danger when she doesn't even know how to air bend feels far too risky. Where it stands Korra can barely deal with the equalist henchmen let alone Amon. I don't think it's that wrong for her to be a bit patient on this. But obviously, she's not going to just sit back, even though she should.
