My head cannon for why President Furry wasn't killed is that Piccolo still needed him to ask questions about things. Very minor scene lol but remember when the bird opened up the hatch and he knew exactly what to do? I think it's because Furry told him and has been telling him how to work the Palace. Once he figures it all out, he'll dispose of Furry. Or so was the plan.
