Very few times do battles actually leave lasting changes on the main cast. Even Yamcha's scars were acquired after a time skip. The idea of characters staring each other down is such an ancient Japanese trope, it dates back to the old Kurosawa Samurai movies from the 50s and even beyond! The power of one's "Aura" or understanding one's opponent was thought to be the most crucial part of a fight and in such instances, the fight ends up becoming over before it ever even starts! So old Samurai movies and even many anime today end up having those long "stare-down" scenes! In this ancient ideology of martial combat, the mental battle is far more important than any physical one! So even though Tien and Tao didn't throw any punches in the first 10 minutes, you could say that for them, the fight had already started! The stare-downs before fights happen so often in the Dragonball franchise that I really don't think it'll ever go away anytime soon even with modern Dragonball and I wouldn't have it any other way!
