The Bro Code dictates that it is only okay to date the ex of thy bro with permission of thy bro. Though Mako might give Wu permission if asked, Wu has *not* asked and is therefore playing it a little loose with the code. True that Mako violated the Bro Code even worse when he kissed Korra knowing that Bolin (his actual bro) was into her, but those wrongs were corrected and the wounds were mended. I suppose it means that Wu still has a chance at redemption...
