You may have a moment or two of "I wish they did a little more", but overall I don't think any of them are really overlooked or missused (whaich is incredibly rare). I think you're a little off on Scar. As far as the State Alchemists are concerned at least he doesn't care about their ideologies and personalities. He sees them as just weapons of the State, which is why he exclusively targets them and not just randomly killing civilians. I think he does feel guilt and shame about the Rockbells, and I also think he was always at least aware what he's doing is "wrong", but I think Winry was the first time he really felt and had to acknowledge "the cycle of hatred". He can justify his actions to himself through his "mission", but he sees now that that's not good enough for Winry, or the families of his victims.
