I could be mistaken but the entire situation appears to have been planned out by the puppet master from legados mercenary's. The horribleness of the crime to foment wrath, the sand steamer attacking the facility where a longtime contact of cash is. As well as access to the satellite they have. All of this as bait to lure in cast, though I may be wrong.

You can tell by his hair and green shirt. Also, I cried when you did. This is one of the most surreal and hard hitting episodes.
