What Lelouch was saying about his mom is that she was a commoner by birth, meaning she wasn't royalty, which was frowned upon by the royal family, which is why Lelouch believes his mother was murdered. Also Suzaku is Full Japanese. An honorary Britannian which is a term used quite a bit throughout the series, to refer to a Japanese individual, who swears their honor and loyalty to Britannia, to integrate into the current Britannian society, as prince Clovis had addressed in the first episode when he was giving a speech to the nation. I believe Clovis said, if I can quote it, "To all my Imperial subjects, and of course the many elevens who choose to serve the empire of Britannia" Suzaku is frown upon heavily, because he is an honorary Britannian, serving in the military, and he's piloting a knightmare Frame, a double whammy.
