It's from a popular anime called Jojo's Bizarre Adventure. A Stand is basically a fighting spirit manifested by its user that typically has some kind of superpower associated with it. Simple stuff like stopping time or healing, or extremely specific stuff like the ability to turn any object or person into folded paper but it only works on people if you witness their reflexive response to fear stimuli two separate times.
