Well if I recall it right, a lot of the vampires aren't the violent types and wish to live a quiet life. And most of the violent outburst are against these.

Vampires are happy to act like badass apex predators when no one fights back, but the second mortals start pushing back against them it's all "why are they being so mean to us, we just want to torture and eat them!'
