In the first movie melissa shield on the island they were at originally made him a support item called "full gauntlet". The support item he has on his arms right now are called "mid gauntlet". Full gauntlet allowed him to use 100% 3 or 4 times before it broke. This is horikoshi referencing her and making a lesser version of full gauntlet but still good enough to help Deku control one for all outputs that aren't around 100%. Melissa shield is the blonde girl that is the daughter of david shield who was all might's sidekick in America.
