Most of the character in DBZ don't have surnames. In the manga, Videl explains that it's actually really rare for people to have surnames anymore which is how she deduces that Son Gohan is related to Son Goku

If the Z fighters didn't exist, the only two humans in the world stronger than him with any interest in the tournament would be King Chappa, and Videl (and Videl is WAY stronger than King Chappa). Tao Pai Pai is still out there, and he's stronger than all of them put together, but he's got better things to do.
