If you remember in the first episode Iroh says to Zuko βEven if the Avatar is out there you wonβt find him. Your father, grandfather and great grandfather all tried and failed.β Under that context we can assume that Zuko was not ever meant to return. The Fire Lord gave him a task that, in the Fire Lordβs mind, shouldβve been an impossibility to complete.
