Azula being a delicious villain, great way to put it, that's why she's my second favorite character in the show, of course, not because I agree with what she does, but I just love to hate her!... I believe benders are the minority even though it doesn't appear to be the case. A lot of non-benders compensate by developing a skill. If you pay attention to the soldiers, be they Fire Nation, Water Tribe, or Earth Kingdom, soldiers carrying weapons tend to be non-benders.

With Sokka its his boomerang and close quarters combat, with Mai she is trained with the throwing knives which are commonly associated with ninjas, and ty lee with a focus on pressure points which is a common practice in some martial arts i forget which one. The waveyness with the knives is just old school anime style
