Something tells me that Maximus is fake. He comes off as a extremely down-trodden coward who is desperately trying to become strong and respected. I do think he wants to "do good" but is willing to dirty his hands for his ambition. I love the actor's portrayal; Its like you can see the angel and devil fighting in his head with every decision he makes. I am very fascinated by how calculating he can be when thinking of ways to better his position but loses his cool when in social situations. I love the fact that we see his face when he pilots the suit. You can see his pride when he is respected for his deeds

People in the wasteland dont understand technology that much as demonstrated the water guy and the medicine, and the ghoul is a excellent demonstration of how some players play the games :p The fallout series used SPECIAL tree. Charisma is among the skills and soldier types tend to forgo charisma

The Enclave is a remnant of America's pre-War government. The Enclave is paramilitary organization and quasi-state originating from the pre-War American deep state consisting of high-ranking political, military, and corporate figures. It claims to be the direct continuation of the United States and its government, despite seizing power by subverting continuity of government protocols and murdering non-Enclave government survivors to continue the war against communism. Over the years after the war the Enclave ideology eventually evolved into pseudo-scientific racism and social Darwinism, deeming all non-Enclave humans to be inferior, near-human mutants to be exterminated on. The resulting genocide to create a racially pure state of "true humans," its authoritarian structure, and numerous other atrocities, including slavery, experimentation, and unprovoked attacks on American citizens, resulted in the Enclave being seen by the rest of humanity and even its former members as a fascist remnant of the pre-War government or simply "the rich old bastards who didn't want to give up their power."
