They're Hive constructs that spread Xivu Arath's influence and drive anyone nearby into a battle-frenzy. It's what caused Osiris to engage in a frenzy against Xivu's War Priest, causing his ghost Sagira to sacrifice herself and free him from it's influence. The bow is an Exotic (rarest type) weapon called Trinity Ghoul. Upon successful kill with it or an Arc skill, it deals chain-lightning damage to all enemies near its target. It's a very fun weapon to mop up large groups of weaklings :) Clovis Bray really is a great character in how much of a smug asshole he is. Even before we heard him speak from the first time at the end of Beyond Light's campaign, we already knew from the lore that he was an ego-maniacal narcissist. Now he just seems to prove it with every line, lol.
