Explained in a filler arc between Cell and Saiyaman, King Kai is actually the Kai of the Northern Galaxy. This is the Kai of the Southern Galaxy. He was actually teased at in the Broly Abridged Movie, being the one who's galaxy was destroyed by Broly and was speaking with King Kai telepathically. Edit: 12:41 This is my first time watching Kai, and I am SO glad they kept this line. "Super Saiyan Bargain Sale" has become such a meme in the fanbase that it even permeated the video games.

Unfortunately the inner conversations between nail kami and piccolo were only in abridged. Because when they fused they were no more. Just in case you were wondering or wonder in the future.

The first people in the series that were shown to do it were Tien and Chiaotzu, this was shown during the original series, they learned it from the Crane Hermit who was once a friend of Roshi but turned bad. The rest of the gang either learned from Tien or figured it out on their own, it's never really explained.
