Tying people into a human knot and making them into a bolder is pretty much a death sentence. Had mummy man not released them so the cops could see pretty sure they would have died. Obviously his logic isnt the best given a human knot is just as bad to the law as fully killing right away, but you'd have to imagine there is a spell to safely remove a voicebox

So he crippled them so they can't kill families anymore. And so they can't talk or testify against him. He basically turned them into vegetables.
