Supreme Kai was very poorly written in my opinion (literally the power creep of King Kai cause originally King Kai was supposed to be the "top") But yeah the dude basically got cliff notes on Frieza but whoever gave him the notes omitted everything about the Saiyans lol

The cell saga ends at episode 199 in DBZ (with the other world tournament arc), and ends at episode 98 of Kai. Less than half.

I somehow doubt he got it from any of other other Kais cause if he's talking to the Kais directly, why not just ask King Kai about the Saiyans before checking them out. So he probably got that information from the Grand Kai, which means the whole other world tournament probably happened even though it seems like it was completely cut out from Dragon Ball Z Kai.

The Supreme Kai is very powerful (he honestly shouldn't have been worried about Pui Pui in the slightest), he's just not as powerful as the Saiyans, or anything like it. He's also a lot weaker than the other Supreme Kais that were killed by Buu (they would probably be able to turn Dabura inside out). Odds are he's somewhere floating between the Androids and Imperfect Cell. I doubt he's as strong as either Imperfect Cell himself, or the level Vegeta and Trunks were when they left the time chamber for the first time. He's certainly a lot weaker than Perfect Cell, since he's so afraid of Dabura.

2023-06-22 21:54:03 +0000 UTCSo basically the supreme Kai's are above the regular Kai's for example king kai who has the job of watching over the living world whereas the supreme Kai's watches over the living world and the other world so it seems this supreme kai hasn't been up to date with what happened in the cell arc and how powerful the Sayians have gotten since then and the last update the supreme kai got was frieza being defeated by Goku so having the supreme kai witness the Sayians power now after all that time without knowing that the Sayians have evolved way more since defeating frieza must have shocked them seeing the huge leap in power since then. It will really surprise you how different the two are and how the changes made make that fight feel so different. Its not just a word change here or there either its really transformative what they did. I will leave two links, one will be just the fight. Short sweet and still fully illustrates the difference. The other link will be to an uncut version starting from the rock, paper, scissors part. Again It doesn't add much more just will give you a feel of the whole fight with all the side talking included. I think the reason Supreme Kai is not aware of how strong Goku and the gang are is because Earth is a very small place within a vast Universe. Supreme Kai is only concerned with universal threats, which Cell never had the opportunity to become. He's aware of Freeza because he was well known throughout the universe. I believe he didn't kill Freeza because there are greater politics within his realm that is yet to be explored. Cell was King Kai's (aka North Kai's) responsibility. There are 4 kais that oversee each section of the universe. They report to the Grand Kai (you never met him). The Grand Kai reports to the Supreme Kai. Supreme Kai oversees the Universe (in general) and the Otherworld. He's also responsible for facilitating the creation of life as we know it. He's more of a creator god and not much of a fighter. This is my long winded way of saying that Supreme Kai was not concerned with whatever was going on during the Cell arc because it never became a universal issue. It was confined within the North (King Kai's) section of the Universe. Babidi is likely on Earth because he may have sensed that Earth contained a great amount of energy. Supreme Kai is tracking Babidi, which is what brought him to Earth. He's aware of the Super Saiyan form because he knew about Freeza.

He likely got second hand information on the dragon ball team from the other kais and hasnt fought much during the golden age of the universe. Bibidi was babidis father i think mightve got backwards.
