When vegeta stood there before blasting a whole in buu he's building the amount of ki to do it. You'll see them do that a lot in the show, it's just them gathering ki and concentrating a higher amount to deal impact and kill. Also when they're just standing there it's because the radiation of the opponent is powerful enough has the damage of a small nuclear bomb. Some nerd facts i learned a while back hehe

There's literally a meme about it (which I won't post, because of potential spoilers). Once you see it, you can't unsee it. You notice it every single time. "Oh, Vegeta's holding that dodgy shoulder again." I don't think it ever quite recovered from Android 18 smashing it.
