He was indeed the dragon. The Empire of Cathay is ruled by a mated pair of extremely powerful ancient dragons (so powerful that they're practically gods), but they don't really spend much time governing the realm. The realm is ruled by their five children, who divide up the Empire between them. The dragons prefer walking around in human form for the sake of interacting with their dominions, but they're all capable of transforming into dragons. The Emperor and Empress spend all their time chilling in the Capital though, so if you see someone turning into a dragon, it means they're one of the Princes or Princesses. In this trailer, it's Yuan Bo, the Jade Dragon, who rules the central provinces. You may remember seeing Miao Ying, the Storm Dragon, and Zhao Ming, the Iron Dragon, in a trailer you watched way back. Miao Ying is the eldest of the five and she is charged with defending the Northern Empire against Chaos (the Warhammer equivalent to the Great Wall of China. Just like, with everything else in Warhammer, it's bigger, badder, nastier, and so is everything on the far side of it), while Zhao Ming rules the West. That's only for Cathay dragons. The Western continents of the Warhammer World has its own dragons, which are very different. They're more like traditional fantasy dragons.
