It's fascinating how mature this arc was. You know, for a PG show? I do agree that the queen was important for providing perspective. She seems shaped by her environment more than inherently sadistic. She just happened to die before she could truly realize how wrong she was, but calling herself a "slave" just as she saw Anakin remaining trapped to his Jedi code was a start.
